We would like to appoint a supplier to work with UPD to undertake a system wide analysis and review of the health data PPIE community which deepens understanding of this ecosystem and its influence on policy and decision-making.
About the Project
Patient and public involvement and engagement (PPIE) is a growing and essential feature of the UK health data landscape. As the collection, use, and sharing of health data expands to support research, innovation, and improved care, ensuring that the public’s voice is meaningfully represented in decision-making has never been more important.
This project seeks to build a clearer picture of the PPIE community working on health data:
- Who is involved, their roles, motivations, and experiences
- How commissioners, policymakers, and practitioners connect with and support this work
- The conditions that enable sustainable, inclusive, and high-quality involvement
The findings will help illuminate the mechanisms that support impactful engagement, celebrate effective practice, and inform future approaches to embedding and evaluating PPIE across the health data landscape.
Scope of Work
The commissioned supplier will be responsible for designing and delivering research and analysis that explores the impact of PPIE activity on policy and decision-making within the health data landscape. The work is expected to combine desk-based research with qualitative and quantitative methods, and will include:
- Project design and refinement of research questions
- Literature and case study review
- Qualitative fieldwork with commissioners, PPIE leads, participants, and decision-makers
- Development and management of quantitative surveys
- Analysis, synthesis, and reporting of findings and recommendations
Budget and Timelines
- Budget: £25,000–£45,000 (exclusive of VAT)
- Proposal deadline: 5pm, 5th December 2025
- Interviews: w/c 15th December
- Project kick-off: 5th January 2026
- Final reporting: June 2026
